The Institute was established to address two interrelated concerns:

• Rapid technological, climate, and societal changes are greatly increasing the occurrence, scope, intensity, impacts, and costs of natural and man-made hazards from the grass-roots to global levels.
• These challenges require multi-stakeholder input, “buy-in”,  and collaboration to devise and implement necessary creative, workable, and affordable solutions that can be leveraged by diverse constituencies.

The Institute builds on more than two decades of developing public/private sector collaborative initiatives by The Scalingi Group, LLC and the non-profit Bay Area Center for Regional Disaster Resilience.  Under the leadership of veteran security and resilience professionals, Paula Scalingi, Ph.D. and Gerald Kiernan, Ph.D., these initiatives and numerous projects have assisted states, regions, communities, and organizations to establish partnerships, conduct more than 150 multi-stakeholder workshops and exercises, produce action plans, and develop capabilities to enhance security and resilience.
